Apparel, Masks and Jumpsuits

The Forest and Urban Scout Armor Masks are part of the fan-dubbed Wasteland Lottery —- two masks and three jumpsuits which have a small chance of dropping from certain events (see below). 

The Radicals Face Mask is awarded to players who side against Duchess during her questline. 

The Prisoner Collar can be found in Eastern Regional Penitentiary.

The BOS Jumpsuit (front and back), Whitespring Jumpsuit (front and back), and White Powder Jumpsuit (front and back) are part of the fan-dubbed Wasteland Lottery —- two masks and three jumpsuits which have a small chance of dropping from certain events (see below). The Whitespring Jumpsuit has since been added to Spooky Scorched event as well, and is no longer considered rare. 

The Forest Camo Jumpsuit has a small chance of dropping from certain events (see below).

The Wasteland Lotto has a very small chance to be awarded at the completion of repeatable daily quests and public events in the Savage Divide. There have also been reports of players winning the Lotto after completing the fishing daily Big Fish in a Small Pond, but at this time I have not been able to verify this.
