The rare dresses have a chance to spawn in one of three places on the third floor of Fort Defiance (formerly known as Allegheny Asylum). The rare variants (anything other than white, dirty, or weathered) will only appear on the third floor.
There is also a very small chance of the uniforms dropping in Mutated Party Packs.
The percentage of each variants varies, with the hierarchy of least-to-most rare being: Brown Green Blue Pink Yellow Forest Red
