Obtainable rarely from Scavenger Traders (there are reports this item no longer spawns in Scavenger Traders’ inventories, though I don’t have confirmation) 

Caution: Dropping the box will cause it to turn into loose bobby pins upon pick-up

Obtainable during the public event Beasts of Burden 

To obtain: Kill the Cultist Sanctifiers (the ones in power armor) but don’t loot the bodies until after the event has completed. Tip: make sure to actually loot and use some of the explosives so the event doesn’t fail

Note: Shares a model with the Inert Bomb from the daily quest Idle Explosives
